Vlasios Oikonomou


Vlasios Oikonomou, Dr., is an economist, associate senior researcher to the Institute of European Energy and Climate Policy. He has been employed as a senior researcher in the Joint Implementation Network since 2009. Among various European Projects, he is coordinating the EC Horizon 2020 PROSPECT project (Peer powered Cities and Regions) on energy efficiency financing in municipalities and regions and participates to the EC Horizon 2020 EPATEE (Evaluation into practice to achieve targets for energy efficiency) projects. He was leading the well known EC IEE ENSPOL project (Energy Saving Policies and Energy Efficiency Obligation Schemes – www.enspol.eu), an EC FP7 POLIMP project (Mobilizing and Transferring knowledge on post-2012 climate policy implications- www.polimp.eu) and the EC FP7 project APRAISE (Assessement of Policy Interrelationships and Impacts on Sustainability in Europe –www.apraise.org) with a principal aim at evaluating energy efficiency and climate policy programs in the EU. He is also coordinating the Horizon 2020 PUBLENEF (Supporting Public Authorities for implementing energy efficiency policies) project and participates in the Horizon 2020 EU-MERCI project (EU Coordinated methods and procedures based on real cases for the effective implementation of policies and measures supporting energy efficiency in industry). Furthermore, he is a scientific researcher for the Horizon 2020 TRANSRISK (Transition pathways and risk analysis for climate change mitigation and adaptation strategies) and Horizon 2020 CARISMA (Coordination and assessment of research and innovation in support of climate mitigation actions-www.carisma-project.eu). He was appointed as the Dutch expert on the White Certificates team of the International Energy Agency/ Demand Side Management (IEA/DSM) program. He participated, among others in the IEE EU SAVE “White and Green” project that deals with the certificate mechanisms for climate change, energy efficiency and renewable energy and carried out relevant studies for the Energy Charter Secretariat. He has finalised his PhD on interactions of White Certificates energy and climate policy instruments, where he has published over 40 articles in books and peer reviewed scientific journals in this field.
